A day counts once, however many reports it had. Hail is counted only where someone reported it — storm spotters and the public report more hail near towns and highways — so the ranking compares how often hail was reported, not exactly how often it fell. The NOAA database lists hail of 3/4 inch and larger, so days with only small hail are not counted. Cities are Census Bureau places — incorporated cities, towns and villages and census-designated places — so New York City counts as one city and townships are not ranked.
